The part that you would normally be able to see on a traditional reel to reel full size where the tape encounters the heads and rollers is hidden from view, so I can't see what is going on to tell more about what the problem is. Update i've had a look at this now for a few minutes and tested it some. What you see is what you get.
Vintage Grundig tk 23l reel to reel tape deck reels. When I depress the play button it does not move the tape, and it doesn't let me help it move manually either. The deck will fast forward the tape.
So the good news is that it is close to operational powers up, working drive motor, etc. But it still needs some work. It will move it slowly if you help it but isn't rewinding on its own, although clearly the mechanism is engaging to rewind, so maybe old belts or something. The deck labors to rewind the tape.
The power cord is included and fits into a compartment on the underside of the unit. I suppose it could be a belt, or a pinch roller that is sticking, or something else. The power button dial works.
This is sold as is. See pictures for condition. The tape deck powers up, and there is some kind of funky meter which I think is made with a tiny CRT that lights up in the lower part of the deck.
